I could be wrong (often am) but I think this is a sacred kingfisher. It's like a small, colourful Kookaburra and was spied by the daughter's cat. I scuttled off for my camera while she kept it in view. The bird was in no danger from the cat as she was staring at it from a window and it's perched high on the electrical cable checking out its territory.
